The Sykes–Picot Agreement which was signed between Britain and France during the World War I in 1916 and the Balfour Declaration in 1917 were obviously opening Palestinian land to Jewish occupation in addition to slowly leaving the region to the hands of anarchy with the British mandate.

The Balfour Declaration which was a deliberate attempt to quicken the Zionist movement’s occupation of Palestine was signed on 2 November 1917. 

United States House of Representatives and the Senate adopted a resolution on September 21, 1922 that stated that “the United States of America favors the establishment in Palestine of a national state for the Jewish People...” 

The Balfour Declaration was the result of the efforts of the Zionist movement to win the British support for a national state in Palestine. The declaration was also approved by the United States, one of the winners of the World War I.

In the letter, Balfour said Britain will use its best endeavors to facilitate the establishment of a Jewish state in Palestine.
