A Historical Step in Moro Peace Process
Efforts of The Independent Third Party Monitoring Team including IHH for Moro Peace Process have started to bring results. New agreement signed between the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) is regarded as a historical step on the way to the peace.

The Independent Third Party Monitoring Team (TPMT) established in 2013 as a part of the peace process between the Government of Philippines and Moro Islamic Libration Front announced that as a result of the normalization annex of the Framework Agreement signed in October 2012 in Bangsamoro, two parties has come to a new agreement in Kuala Lumpur in 25 January, 2014.

President of the Independent Third Party Monitoring Team which has a duty to monitor and report the implementation of all the agreements signed in the peace process especially of the Framework Agreement signed in October 2012 and its four annexes, Alistair Mac Donald made a statement about the current situation as ¨My colleagues and I congratulate the heads of the GPH and MILF because of the successful result of Normalization Annex and we welcome happily the way to bring this situation to a permanent peace in Mindanao.

Saying ¨We have a long way to go¨, Mac Donald said ¨We are sure that there will be many difficulties in the implementation of the Framework Agreement an its Annexes. However we see the commitment that the two parts have presented, firm steps have been taken in the direction of success.¨

With this historical success in Kuala Lumpur, Mac Donald said TPMT will be able to continue its monitoring work more comprehensively by determining the advantages gained with the contributors and difficulties faced and by informing the public with the two parts, in the direction of the establishment of Bangsamore Council and 2016 Bangsamore Government.

History

The Independent Third Party Monitoring Team (TPMT) was established by the Government of Philippines (GPH) and Moro Islamic Libration Front (MILF) in order to monitor the implementation of the Framework Agreement signed in 15 October 2012 in Bangsamoro between the two parties as proposed. TPMT has 5 members two of whom are from civil society institutions from Philippines, two of whom are from international civil society institutions (each one proposed for the membership by each opponent side and the membership of both were approved by the two sides) and one respected person in the international area to preside over, to call for the meetings and to be the spokesman (proposed by the two sides).

TPMT is required to meet in two months time or when required; to monitor, to evaluate and to assess the implementation of the all agreements signed between the two sides especially the Framework Agreement signed in Bangsamoro and its Annexes.

All expenses of TPMT which is an independent establishment were met by a fund of European Union.
